Second Meeting of the Joint Committee on the Establishment of a Joint-Stock Company Held

The second meeting of the Joint Committee on the Establishment of a Joint-Stock Company was held under the chairmanship and in the presence of Mr. Sayed Karim Hashemi, Chairman of the Afghanistan Chamber of Commerce and Investment (ACCI), and Mr. Ahmad Nabi Zada, Chairman of the Afghanistan Chamber of Industries and Mines.

During the meeting, committee members discussed and exchanged views on the establishment of joint-stock companies, investment opportunities, and ways to commence the practical operations of these companies.

Following a review of the issues raised, it was decided that, as a first step, a joint-stock company would be established in the oil refining and processing sector. In the first phase of the project, the construction of a standard oil refinery and processing plant with a production capacity of 5,000 metric tons of diesel and petrol per day is planned.

The plant is expected to be designed and constructed using modern technology and advanced equipment, in accordance with the recognized standards of regional countries, Afghanistan’s national norms and standards, and quality, safety, and environmental protection requirements.

The purpose of establishing this plant is to meet part of the needs of the domestic market, reduce dependence on imported petroleum products, attract private-sector investment, create employment opportunities, and develop the oil refining and processing industry in the country.

The legal, technical, financial, and operational stages involved in establishing the joint-stock company were also discussed during the meeting. The technical members of the committee were instructed to conduct the necessary studies and present specific plans and proposals for further review and decision-making.
